Background
In residential zoning districts churches, schools, and similar public facilities may have an electronic reader board with approval of a conditional use permit.
 
University Avenue School located at 9901 University Ave NE wishes to update their current free standing monument sign to a new sign complete with an electronic reader board.  The principal wishes to display messages about school functions and other important information to the public.  The paint being used will be auto-quality paint and the materials shall be corrosion free- essentially the sign will be maintenance free.  The proposed sign will be 36 square feet in area and approximately 8-feet in height which meets the size requirements of the R-1 zoning standards. The sign will also meet setback requirements once constructed.  The recommended conditions have been used in other similar applications.
 
Recommendation
By motion, approve the Resolution.

PER SECTIONS 29.34 (C) AND 34.07 (C-3) OF THE ZONING ORDINANCE
 
      WHEREAS, an application has been filed by Anoka-Hennepin School District #12 as conditional use permit Case File No. 12-0023; and
 
      WHEREAS, a public hearing has been held by the Blaine Planning Commission on August 15, 2012; and
 
      WHEREAS, the Blaine Planning Commission recommends said conditional use permit be approved; and
 
      WHEREAS, the Blaine City Council has reviewed said case on September 6, 2012.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit is hereby approved per Sections 29.34(c) and 34.07 (c-3) of the zoning ordinance to replace an existing sign with an electronic reader board in an R-1 (Single Family) zoning district at University Avenue Elementary School - 9901 University Avenue NE, based on the following conditions:
 
1.      The sign may not be constructed until the corresponding sign permit has been approved and applicable fees are paid.
 
2.      The sign meet the minimum display time outlined by the City's zoning ordinance which is currently four (4) seconds for each message within the frame of the sign
 
3.      All displays must include and utilize an automatic dimming mechanism that allows the display to adjust brightness to accommodate a brighter light intensity during the daylight and dimmer light intensity after dusk.
 
4.      Once the current sign is removed the new sign will either use the same supports or make sure the new location of the sign abides by the 10-foot property line setback.
