The Planning Commission voted unanimously to recommend approval of the conditional use permit. There were no comments at the public hearing.
Background
MN Used Car Sales/MN Moped is currently located in a tenant space in a multi-tenant building that is zoned LI(Light Industrial) in Blaine. The business received a conditional use permit in 2010 that allowed them to operate an indoor vehicle and moped showroom in their tenant space. They now wish to relocate to another building in Blaine as the business is expanding. Attached is a narrative that outlines how the business operates. You will see that the business handles used car and moped sales, and would like to do minor auto repair.
Because the indoor vehicle sales showrooms require a conditional use permit in the LI zoning district, the applicant needs to obtain a conditional use permit for the new property. The applicant would also like to have the ability to do minor repairs, which is also detailed in the attached narrative. Minor auto repair also requires a conditional use permit in the LI zoning district.
The applicant is proposing to use two tenant spaces in the building at 10078 Flanders Street. The applicant is not proposing to have any outside storage related to this business. Approximately 5-10 cars and 20-30 mopeds and power sports vehicles could be inside the building at any given time. This use should fit well with surrounding uses, as most of the business is done online, and there will be no outside storage.
Parking is adequate for this use as there will be no outside storage of vehicles allowed. The site is a relatively new site that meets all landscaping requirements.
All signage is issued under a separate permit.
No code enforcement issues have arisen with the current location of this business on 91st Avenue.
Recommendation
By motion, approve the Resolution.

WHEREAS, an application has been filed by MN Used Car Sales/MN Moped as Conditional Use Permit Case File No. 12-0001; and
WHEREAS, a public hearing has been held by the Blaine Planning Commission on February 14, 2012; and
WHEREAS, the Blaine Planning Commission recommends said Conditional Use Permit be approved; and
WHEREAS, the Blaine City Council has reviewed said case on March 1, 2012.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 31.04(e)(k) of the zoning ordinance to allow for an indoor sales showroom for mopeds and automobiles and minor repair at 10078 Flanders Court NE (Suites 100 & 110) based on the following conditions:
1. No outside storage or parking of vehicles/mopeds/power sports vehicles is allowed on site.
2. All vehicle repairs must be conducted inside the building.
3. The applicant must obtain a certificate of occupancy for their use from the Building Inspection/Fire Department.
