The Planning Commission voted unanimously to approve the conditional use permit. There were no comments at the public hearing.
Background
Enterprise Rent-A-Car would like to open an office in a small tenant space located within the Gale's Auto Body Building. The site is zoned B-2 (Community Commercial) and this use is permitted through a conditional use permit given that no more than 15 cars are stored on site. Enterprise intends to meet this condition.
The tenant space is located in the northeast corner of the Gale's Auto Body building. Enterprise intends to have no more than 15 cars on site, and 15 parking stalls immediately adjacent to the tenant space will be designated for their use. This will not affect parking needs on site as the building has the required number of spaces for all uses.
Staff is supportive of this use as it is intended to be complimentary to the auto body repair business. This is consistent with the CUP issued several years ago for Avis Car Rental at the adjacent John's Auto Parts
Recommendation
By motion, approve the Resolution.
Body
WHEREAS, an application has been filed by Enterprise Rent-A-Car as Conditional Use Permit Case File No. 11-0047; and
WHEREAS, a public hearing has been held by the Blaine Planning Commission on January 10, 2012; and
WHEREAS, the Blaine Planning Commission recommends said Conditional Use Permit be approved; and
WHEREAS, the Blaine City Council has reviewed said case on February 2, 2012.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 30.14 (y) of the zoning ordinance to allow for a car rental business in a B-2 (Community Commercial) zoning district based on the following conditions:
1. No more than 15 rental cars will be allowed on site at any time.
2. Any changes to this use will require a conditional use permit amendment.
3. Any signage for this use will require a separate sign permit.
