APPROVE A TEMPORARY ON-SALE 3.2 MALT BEVERAGE LICENSE AND A CARNIVAL LICENSE FOR MAD JAX AMUSEMENTS, (18140 ZANE STREET NW, ELK RIVER) TO BE HELD AT CHURCH OF ST. TIMOTHY’S, 707 - 89TH AVENUE NE

 

Background

Michael Huey, applicant for St. Timothy’s Catholic Church, has filed an application for a Temporary On-Sale 3.2 Malt Beverage license and James Waknitz, owner of Mad Jax Amusements, has submitted an application to hold a carnival at St. Timothy’s. The carnival will be held at 707 - 89th Avenue NE for the following dates and times:

 

Ø                     Friday, September 8, 2017          5:00 p.m. -  10:30 p.m.

Ø                     Saturday, September 9, 2017     12:00 p.m. - 10:30 p.m.

Ø                     Sunday, September 10, 2017     11:30 a.m. -   4:30 p.m.

 

Mr. Huey has deposited with the City a $50 license fee and a certificate of insurance (liquor liability) covering this event.  The City has been named as an additional insured on the certificate of insurance.

 

Mr. Waknitz has deposited a $400 license fee and a certificate of insurance naming the City of Blaine as an additional insured.

 

Background checks for Mr. Huey and Mr. Waknitz have been completed by the Police Department and no problems or complaints are on file.  An inspection will be completed by the Deputy Fire Marshal during carnival set-up prior to release of the carnival license.

 

Approximately 3,000 people are expected to attend the event.

 

Recommendation

By motion, approve a Temporary On-Sale 3.2 Malt Beverage License and a Carnival License for St. Timothy’s Carnival, 707 - 89th Avenue NE, to be held September 8, 9 and 10, 2017.
