Executive Summary
Council is asked to approve the on-sale and Sunday sale intoxicating liquor licenses for Irie Vybz Jamaican Restaurant to allow the ability to serve intoxicating spirits, beer and wine.
Background
A public hearing is required prior to the approval for on-sale and Sunday sale intoxicating liquor licenses in the city.
Shanice Hines-Hyatt, applicant, has submitted the on-sale and Sunday sale intoxicating liquor applications for Irie Vybz Jamaican Restaurant. The applicant has paid the required license fee for the background. Issuance of all licenses are contingent upon receipt of all required fees, documents, updated certificate of insurance, certificate of occupancy, alcohol training policy, retail buyers card, successful background investigation, and State of Minnesota 2AM liquor license if applicant chooses to operate until 2AM.
The background investigation is currently in progress for the applicant. The on-sale and Sunday sale liquor licenses, if approved, would be valid until June 30, 2023 and eligible for renewal July 1, 2023. All required information will be submitted to the state’s alcohol and gambling enforcement division upon approval of the licenses by the council.
The applicant is currently utilizing a State-licensed alcohol caterer to provide alcohol to customers during certain events and have provided the City with appropriate documentation and liquor liability insurance as required by Statute. The applicant has also applied for a conditional use permit for live entertainment in a B-3 (Community Commercial) zoning district.

Financial Impact
Liquor license fees, adopted annually by city council, provides sufficient funding for review and issuance of the licenses as well as compliance checks and any other necessary license monitoring/enforcement.

Notice of public hearing was published in the Star Tribune and on the city’s website as required by city code.
Staff Recommendation
Hold a public hearing to receive input regarding the on-sale and Sunday liquor licenses, then by motion, approve issuance of on-sale and Sunday intoxicating liquor licenses for Irie Vybz Jamaican Restaurant.
