ORDER IMPROVEMENT, ORDER PREPARATION OF AND APPROVE PLANS AND SPECIFICATIONS AND ORDER ADVERTISEMENT FOR BIDS FOR THE PAVEMENT MANAGEMENT PROGRAM - 2016 STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT NO. 16-07
Background
Notice for this hearing has been published and mailed. An informal open house meeting was held on March 22, 2016 and 9 property owners attended. The proposed improvements will reconstruct the following streets:
• Baltimore Street from 109th Avenue to 111th Avenue
• 97th Avenue from Polk Street to Trunk Highway 65
• Xylite Street from Radisson Road to the cul-de-sac
• West I35W Service Road from 95th Avenue to the 87th Avenue alignment
• Ulysses Street from approximately 325 feet north of 129th Avenue to approximately 470 feet south of 129th Avenue
• 131st Court from Lincoln Street to the cul-de-sac
Proposed improvements include reclaiming existing bituminous pavement, concrete ribbon curb (Baltimore Street and 97th Avenue), aggregate base, new bituminous pavement and appurtenant construction. In addition, the final wear course and concrete sidewalk and curb and gutter punch list items will be completed on 131st Court.
The estimated total cost of the project is $1,334,205.00 with $324,510.17 proposed to be assessed over a 10-year period, using the front footage method for commercial/industrial/high density residential properties as identified in the Public Improvement Special Assessment Policy. Replacement of existing sanitary sewer structure castings/rings, at an estimated cost of $10,010.00, is proposed to be paid for by the City Public Utility Fund. The remaining portion of $999,684.83 is proposed to be paid from the City’s Pavement Management Program funds and developer escrows.
Plans and specifications have been prepared as directed and are available for Council review in the Engineer’s office.
The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation
Conduct public hearing and, by motion, adopt the resolution.
Body
WHEREAS, Resolution No. 16-040 of the Blaine City Council, adopted on the 17th day of March, 2016, ordered a public hearing on the proposed project; and
WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 21st day of April, 2016, at which time all persons desiring to be heard were given an opportunity to be heard; and
WHEREAS, the Engineering Department has presented such plans and specification to the City Council for their approval.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 16-040 adopted on the 17th day of March, 2016.
2. The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
3. Such plans and specifications, copies of which are filed in the City Engineer’s office, are hereby approved.
4. The City Manager shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for the making of such improvements pursuant to the approved plans and specifications.
5. Such advertisement for bids shall call for sealed bids to be received on the 17th day of May, 2016, in compliance with Notice to Contractor for the advertisement for bids.
6. The contract shall be awarded no later than June 2, 2017.
