Background

The applicants are proposing to open a Snap Fitness in the former Radio Shack location at The Village retail development.  The end cap space is approximately 4,700 square feet. There is one other Snap Fitness location in Blaine, and it is not uncommon for communities to have more than one Snap Fitness to serve its customers.  As you know, fitness studios require a conditional use permit in most districts because they are considered an amusement/recreation use.  This retail development has a zoning designation of DF (Development Flex) that requires a conditional use permit for all uses. 

 

Snap Fitness is a 24 hour/7 day-a-week gym.  This location will be staffed from 8:00 a.m. to 7:00 p.m. Monday-Thursday, 8:00 a.m. to 5:00 p.m. on Friday, and Saturday from 9:00 a.m. to 1:00 p.m.  There will be 7 employees at this location.  The applicants have projected the potential of 1,000 members with only 20 customers in the gym at peak hours.  There will be different types of classes offered at this gym as well as individual fitness equipment that is provided. 

 

The franchise requires 30 parking spaces maximum and the owner of the retail development does not have any specific requirements for parking for this use.  This location within this retail development is good in that there are not a lot of uses surrounding this use to engulf the parking that is provided.  There is an abundance of parking spaces within this development and staff will continue to monitor the uses that occupy this site to ensure there is never a problem with parking in this development. 

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by Warren Olson and Dustin Olson as Conditional Use Permit Case File No. 17-0056; and

 

                     WHEREAS, the Blaine City Council has reviewed said case on December 21, 2017.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 29.80 of the Zoning Ordinance to allow for a 4,700 square foot Snap Fitness to be located in The Village development at 4325 Pheasant Ridge Drive NE, Suite 508 based on the following conditions:

1.                     All signage, permanent or temporary, requires a separate permit and must meet the requirements of the Zoning Ordinance.                                          

2.                     The interior tenant finish work to be completed with review and permit meeting all Building and Fire Code requirements. The applicant must obtain a Certificate of Occupancy from the Building Department prior to occupying the space.

3.                     Any expansion to the size of the facility requires a CUP Amendment.

4.                     Applicant to operate the fitness center consistent with their attached narrative. 

5.                     The applicant will need to manage parking demand by limiting class size and time slots if necessary so as to not create a parking issue on site.

6.                     No activity/training is to be conducted outside the building.
