ARTICLE VI. - PEDDLERS, SOLICITORS, AND TRANSIENT MERCHANTS, DIVISION 2. - LICENSE

Background

In order to have all fees referenced in the same location in City Code, staff is recommending removing peddler/solicitor fees from the license section of the ordinance and include them with the City’s fee schedule, which Council will consider later in this agenda.  Staff also suggests clarifying language that states investigation fees are non-refundable in the event an applicant is denied a license.  First reading was held December 7 and no changes were made.

 

Recommendation

Hold second reading and adopt the proposed ordinance.

THE CITY OF BLAINE DOES ORDAIN:   (Added portions are underscored and deleted portions are shown in brackets with overstrike.)

 

Sec. 22-293. - Fees.

(1) Fees for licenses and investigations shall be established by council action.

(1) Application fee (initial investigation) per representative in addition to the applicant.

(2) Peddlers, solicitors, transient merchants, per day per applicant.

(3) Peddlers, solicitors, transient merchants, per week per applicant.

(4) Peddlers, solicitors, transient merchants, per month per applicant.

(5) Peddlers, solicitors, transient merchants, per year per applicant.

(2) All fees shall be paid in advance at the time of filing the application. If an application is denied, the license fee, but not the investigation fee, shall be returned to the applicant.
