RECEIVE FEASIBILITY REPORT AND ORDER PUBLIC HEARING FOR RECONSTRUCTION OF THE EAST CENTRAL AVENUE SERVICE ROAD FROM 87TH AVENUE TO 89TH AVENUE, IMPROVEMENT PROJECT NO. 13-20
Background
The proposed improvements for this project include concrete curb and gutter, storm sewer, asphalt surface, traffic control signage, striping, and appurtenant construction. The estimated total cost of the project is $367,740 with $56,808 proposed to be assessed amongst benefitting properties over a 10-year period. Replacement of existing sanitary sewer castings/rings and replacement of existing hydrants and gate valves at an estimated cost of $17,000 is proposed to be paid for by the City Public Utility Fund. The remaining portion of $293,932 is proposed to be paid from the City's Pavement Management Program Fund. The project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed.

WHEREAS, pursuant to Resolution No. 13-173 of the Blaine City Council, adopted on the 3rd day of October, 2013, a report has been prepared by the City of Blaine Engineering Department with reference to reconstruction of the East Central Avenue Service Road from 87th Avenue to 89th Avenue, and this report received by the Council on the 17th day of April, 2014.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Council will consider the improvement in accordance with the report finding the improvement feasible, necessary, cost-effective, and resulting in a benefit to the properties proposed to be assessed, and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $367,740.
2. A Public Hearing shall be held on such proposed improvement on the 15th day of May, 2014, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
