APPROVE PLANS AND SPECIFICATIONS AND ORDER ADVERTISEMENT FOR BIDS FOR THE RECONSTRUCTION OF DAVENPORT STREET FROM 99TH LANE TO 105TH AVENUE (IMPROVEMENT PROJECT NO. 11-11)
Background
Plans and specifications have been prepared as directed and are available for Council review in the Engineer's office. The proposed improvements include construction of right turn lanes at 104th Avenue, 103rd Avenue, and entrance to the National Sports Center, and total concrete curb and gutter replacement, spot concrete sidewalk replacement, new concrete sidewalk, storm sewer structures, asphalt pavement replacement, traffic control signage, signal modification, striping, and related appurtenant construction from 99th Lane to 105th Avenue. The estimated cost is $1,148,200, of which $499,000 is proposed to be assessed over a ten-year period. Replacement of existing sanitary sewer castings/rings and relocation of hydrants at an estimated cost of $23,220 is proposed to be paid for by the City Public Utility Fund. The remaining portion of $625,980 is proposed to be paid from the City's Municipal State Aid Street funds and the City's Pavement Management Program funds. The project is necessary, cost-effective, and feasible and will result in a benefit for the properties proposed to be assessed.

By motion, approve the resolution.

WHEREAS, pursuant to Resolution No. 12-018 of the Blaine City Council, adopted on the 16th day of February, 2012, the Engineering Department has prepared plans and specifications for the following improvements for Improvement Project No. 11-11:
Construction of right turn lanes at 104th Avenue, 103rd Avenue, and entrance to the National Sports Center, and total concrete curb and gutter replacement, spot concrete sidewalk replacement, new concrete sidewalk, storm sewer structures, asphalt pavement replacement, traffic control signage, signal modification, striping, and related appurtenant construction from 99th Lane to 105th Avenue.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Such plans and specifications for Improvement Project No. 11-11, copies of which are filed in the City Engineer's office, are hereby approved.
2. The City Manager shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for the making of such improvements pursuant to the approved plans and specifications.
3. Such advertisement for bids shall call for sealed bids in compliance with Notice to Contractor for the advertisement for bids.
