Background

Ordinance 19-2441, adopted on December 16, 2019, amended the City’s fee schedule.  The amendment increasing license fees to $70 inadvertently affected all City contractor license fees outlined in Sec. 18-121, including sign/billboard and automatic sprinkler system contractors: 

 

Sec. 18-121. - Required; exceptions.

(a)  Except as otherwise provided by law, before any person shall engage in the business of doing or performing any of the various types of work listed in this section, such person shall first obtain a license to do so as provided in this section:

(1) Cement work, cement block work, cement block laying or brick work.

(2) General construction including erection, alteration, or repair of a building.

(3) The moving or wrecking of buildings.

(4) Plastering, outside stucco work, or lathing.

(5) Blacktopping (parking lots, driveways, etc.)

(6) Roofing.

(7) Sign and billboard erecting.

(8) Excavators (for basements, foundations, grading of lots, etc.)

(9) Heating, ventilating or air conditioning.

(10)  Automatic sprinkler system design and installation contractor.

These two license types do not require the same level of administrative review as the other contractor licenses outlined in this section therefore staff is recommending adding another fee tier for these license types maintaining the current fee of $35.  First reading was held on February 3; no changes have been made since first reading.

 

Recommendation

Staff recommends Council hold second reading and adopt the ordinance amendment.

After consideration of and review by the Blaine City Council, the amendments to the Fee Schedule, Appendix D of the Municipal Code of the City of Blaine is hereby adopted.
