Background
Project No. 11-07 includes construction of a northbound right turn lane on Lexington Avenue at Woodland Parkway and appurtenant construction.  The total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was $193,236.00.
 
Of the total cost, the amount to be assessed is $116,000.00.  Developer bond funds will be used to pay the remaining $87,541.88.  The bond funds are being used to reduce the proposed per lot assessment from the original estimated cost of $666.00 down to $400.00 as City Council directed when a plan for the use of the bond proceeds was discussed.
 
Recommendation
By motion, approve the resolution.

WHEREAS, the City of Blaine concurred with the contract that Anoka County entered into for construction of a northbound right turn lane on Lexington Avenue at Woodland Parkway, and appurtenant construction in the following described area:
 
The plats of Gardenwood, Gardenwood Second Addition, Woodland Village and St. Andrews Village located in the SW ¼ of Section 12 and the NE ¼ of the NW ¼ of Section 13
 
AND WHEREAS, the construction cost for such improvement is $139,776.19 and the expenses incurred in the making of said improvements amount to be $63,765.69 making the total cost $203,541.88.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The total cost of such improvement is hereby declared to be $203,541.88.
 
2.      The amount to be assessed is hereby declared to be $116,000.00.  Developer bond funds will be used to pay the remaining $87,541.88.
 
3.      The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and he shall file a copy of such proposed assessment in his office for public inspection.
