MAYORAL APPOINTMENTS TO THE 2012 PLANNING COMMISSION
 
Background
Four vacancies exist on the Planning Commission due to the expiration of terms as follows: Drew Karnick, District 1; Alan Goracke, District 2, Adam McLane, District 3 and Joe Ouellette, Chair at Large.  Incumbents, Joe Ouellette, and Alan Goracke have submitted an application seeking reappointment.  Commissioners Karnick and McLane did not seek reappointment.  The 2011 Planning Commission list is attached for your reference.
 
In addition to the two incumbents, the City received six applications from interested residents in the community.  The Council interviewed the applicants on January 23, 2012.   
 
At least two members must reside in each Council election district for the term of their appointment to the Planning Commission.  Appointments need to be made as follows:  
o      one commissioner in District 1 for a two-year term
o      one commissioner in District 2 for a two-year term
o      one commissioner in District 3 for a two-year term
o      one Chair at Large for a two-year term
 
The method of appointment was adopted by the Blaine City Council in 1996 and became effective in 1997. Ordinance No. 96-1628 provides that the Mayor will announce the appointment of the appointees to serve two-year terms on the Planning Commission.  The Council will confirm the appointments at the February 16, 2012 Council meeting.  The Planning Commission appointees will be sworn into office at the March 13, 2012 Planning Commission meeting.
 
Recommendation
Mayor announces the appointment of three persons, one from each council district to serve two-year terms, and one Chair at Large on the Planning Commission.
