AUTHORIZE 15 MINUTE PARKING ON 91ST AVENUE ADJACENT TO SIDE YARD OF 9101 DAVENPORT STREET
Background
Installation of regulatory stop, yield and parking restriction signs require authorization by City Council. The City has Resolution No. 84-128 that restricts parking of motor vehicles on both sides of all streets within industrial areas.
On March 24, 2015, the City received the attached request from Kelly Krieger of Elite Transportation to allow parking on 91st Avenue, east of Davenport Street. Elite Transportation leases a portion of the building at 9101 Davenport Street. They have agreements with approximately 100 independent courier drivers who are required to turn in DOT mandated paperwork and customer documentation throughout their work week. Elite Transportation has room on site for the shorter trucks to pull into the building’s parking lot to process their paperwork, but the other trucks are too long to do so. The longer trucks pull up on 91st Avenue and the drivers run into the building to process their paperwork. The property that Elite Transportation leases does have a wraparound driveway and rear parking area but the owner of the building has this area fenced and gated for other tenant use.
The City reconstructed 91st Avenue and regraded the rural section ditches to improve storm drainage two years ago. The industrial park area is signed for “No Parking” and the Police Department has been enforcing the parking restrictions.
Elite Transportation is requesting a 15 minute parking area from 6 AM to 6 PM on 91st Avenue just east of Davenport Street for the longer trucks to sit on the road and gravel shoulder while they process their paperwork. The attached letter includes pictures of typical trucks and trailer that pull on to the shoulder and the area of the parking request.
Also attached is a picture of the shoulder area where Elite Transportation has asked to continue to pull trucks off on the shoulder. Two foot gravel shoulders were installed with the reconstruction project. The shoulder picture indicates that the trucks have already shifted the shoulder gravel over more than three feet. Soils were not corrected beyond the shoulder area and will be a constant maintenance issue during the spring thaw and during periods of wet weather. If the City Council considers approval of the parking request on 91st Avenue, it is recommended that the property owner (Midwestern Enterprises of Coon Rapids) or the tenant (Elite Transportation) pay for the additional shoulder maintenance as required.
Recommendation
By motion, approve the resolution.

WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and
WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and
WHEREAS, the regulatory signs are considered to be consistent with standards set in the Minnesota Manual on Uniform Traffic Control Devices.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. 15 minute parking from 6 AM to 6 PM is hereby authorized to be installed on 91st Avenue adjacent to the side yard of 9101 Davenport Street as shown on the attached location map.
