Title
2013 PARKING AT LAKESIDE COMMONS PARK

Background
When Lakeside Commons Park was first envisioned and designed in the early 2000's there was going to be shared parking between the park and the commercial area adjacent to the Park.  The Park was planned and constructed according to this plan.  The Lakeside Commons Park was built with an approximate 72 stall lot with additional parking to be done with shared parking on the adjacent commercial property.

The commercial development has not happened and does not look like it is going to happen.  This created a parking issue for Lakeside Commons Park.  Since its opening in 2010, the City has received permission from the adjacent property owner, Lakes 1000, to use a portion of the vacant property for overflow parking.  The overflow parking area is designed to hold about 150 vehicles.

At this time we do not have permission from Lakes 1000 to use their property for overflow parking for 2013.  This is going to create some issues at Lakeside Commons Park.

These issues include:
-      on street parking in front of residences(attached is a map of where on street parking is permitted)
-      Calls from residents who have parking permits who can't park in the parking lot
-      Calls from non-residents who have paid for parking permits that can not use the parking lot
-      Calls from residents who have people parking in front of their house, driveway, mailbox etcÂ…
-      Increased calls for police services
-      Calls from residents who have reserved the park shelter and then can not park in the lot, or have their guests park in the lot

At this staff is looking at some different options.  These include:
-      designating a drop off/pick-up zone so people can unload their stuff  and people for the pavilion or the beach
-      designating a number of parking lot spots for pavilion parking only
-      Look at feasibility of a shuttle service
