Title
AUTHORIZE THE CITY MANAGER AND MAYOR TO ENTER INTO AN AGREEMENT WITH THE METROPOLITAN AIRPORTS COMMISSION FOR FIRE PROTECTION SERVICES
 
Background
In March 2012, City Council approved a term sheet with the Metropolitan Airports Commission (MAC) that addressed several issues of mutual concern to MAC and the City of Blaine. The issues that the term sheet addressed included: Fire Protection Services, Reconstruction of Xylite Street, Sewer and Water Maintenance, Athletic Field property and future redevelopment. The term sheet was a general agreement which must now be formalized. Council will be discussing several of these items under separate coversheets.
 
As part of the term sheet, MAC agreed to enter into a contract for the City to provide fire protection services through the Spring Lake Park -Blaine - Mounds View Fire Department (SBM). The terms of the contract are summarized below:
 
·      MAC agrees to purchase from the City and the City - through SBM - agrees to provide MAC, all firefighting and other fire related services for all portions of the airport.
·      MAC agrees to pay the City $6,000 per year for fire protection services (2012 has been paid).
·      After two hours of SBM response, MAC shall also pay a per-call fee for each call to the Airport that are not under lease to Airport tenants.
·      The contract will expire 10 years from the date of  commencement (January 1, 2012)
 
Recommendation
By motion, authorize the City Manager and Mayor to enter into an agreement with the Metropolitan Airports Commission for Fire Protection Services.
