LAND USE ISSUE (ISD 916-95th AND I35W BUSINESS PARK)
 
Background
ISD (Independent School District) 916 is a special needs Intermediate Public School that serves the north and east portions of the metro area. They currently have facilities in White Bear Lake and other east metro locations. They have been looking for another location in the western portion of their area which has focused them up and down the I-35W corridor from I-694 north. After much research they have decided they are most interested in the business park property on the south side of 95th Avenue (across from Eagle Brook Church).
 
This 10 acre site, owned by United Property, is zoned PBD which currently does not allow schools other than post secondary schools. Schools are allowed in Blaine's general business zones (B-2 and B-3) as well as all residential zones. Staff has attempted to re-direct ISD 916 to other Blaine sites that fit from a zoning/landuse perspective. While they have considered many other sites in Blaine as well as other neighboring communities to our south, they believe the 95th Avenue site (south side) is where they should be. As a public school ISD 916 would not pay property taxes.
 
Attached is a summary from ISD 916, their proposed site plan and some information on other Blaine sites that they have explored.
 
The purpose of the workshop is to introduce their project and have them describe their process and desire to be in Blaine.
 
Staff comments
ISD 916 is would be a great addition to the City in terms of service to the area and the high employment numbers represented by their type of use. The site in question however is a very high quality business site and one of the City's leading candidates for a corporate type, high economic impact (property taxes and employment) location. For this reason staff would prefer the City continue to assist the school in pursuing other site options.
 
Direction
Is the City Council supportive of a land use amendment, which would add "Public/Private Schools" or a possible  re-zoning of the site to allow ISD 916 to locate on the 95th Avenue site?
