Background
The applicant has requested the approval of a conditional use permit that would allow them to operate an indoor vehicle sales showroom. As shown on the site plan provided, Dixon Auto Sales would occupy the middle tenant space of the building located at 9221 Baltimore Street.
The area in which Dixon Auto Sales will operate is approximately 4,000 square feet. The business will conduct all sales within the building as there will be no outside storage or display of vehicles.
The building currently has an automatic fire suppression system therefore that issue is not listed as a recommended condition.
Please note that, given the simple nature of this request, staff has opted to bring this item forward to the City Council for a public hearing rather than the Planning Commission. The applicant is not required to make any improvements on site and this change in schedule allows him to occupy the space sooner. All public notification procedures were followed.
Recommendation
By motion, approve the Resolution.

WHEREAS, an application has been filed by D&N Management LLC (Dixon Auto Sales) as Conditional Use Permit Case File No. 19-0046; and
WHEREAS, said case involves the land described as follows:
LOT 2, BLOCK 2, CRAIG 3RD ADDITION, ANOKA COUNTY, MINNESOTA
WHEREAS, the Blaine City Council has reviewed said case on December 2, 2019.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 31.04(k) of the Zoning Ordinance to allow for indoor auto sales in an I-1 (Light Industrial) zoning district located at 9221 Baltimore Street NE based on the following conditions:
1. No outside display areas, storage or parking allowed.
2. All signage to meet industrial district standards and will be issued under a separate permit.
3. Inside use of the building must comply with all fire and building codes. The applicant shall obtain a Certificate of Occupancy through the Building Department prior to occupying the building.
PASSED by the City Council of the City of Blaine this 2nd day of December, 2019.
