Background
The proposed improvements for this project include construction of a regional storm water pond and trunk storm sewer to serve various properties generally surrounding Harpers Street and Flanders Street south of 128th Avenue. The estimated total cost of the project is $459,000.00 with $446,696.71 proposed to be assessed amongst benefitting properties over a ten-year period. The remaining $12,203.29 is assigned to a portion of Harpers Street which drains to this system and is proposed to be paid from City Public Utility Funds. The project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed.

WHEREAS, pursuant to Resolution No. 13-0100 of the Blaine City Council, adopted on the 6th day of June, 2013, a report has been prepared by the City of Blaine Engineering Department with reference to the construction of a regional storm water pond and trunk storm sewer to serve various properties generally surrounding Harpers Street and Flanders Street south of 128th Avenue, and this report received by the Council on the 2nd day of April, 2015.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Council will consider the improvement in accordance with the report finding the improvement feasible, necessary, cost-effective, and resulting in a benefit to the properties proposed to be assessed, and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $459,000.00.
2. A Public Hearing shall be held on such proposed improvement on the 21st day of May, 2015, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
