AMENDING APPENDIX D - FEE SCHEDULE OF THE BLAINE CODE OF ORDINANCES REGARDING CHAPTER 70 - ARTICLE II. - SPECIAL EVENTS ON PUBLIC LANDS OR PRIVATE PROPERTY WITH COMMERICAL, REGIONAL RECREATIONAL OR INDUSTRIAL ZONING OR LAND USES, LICENSE FEES, FOR THE CITY OF BLAINE
Background
Staff is recommending a fee increase to the special event license to help offset the newly adopted license review process implemented as part of the revised ordinance. Staff conducted a survey of surrounding cities (attached) and based on our review process is recommending increasing the fee from $25 to $50; staff is recommending the deposit fee remain the same. While we do not want to burden smaller events with additional costs staff review of each license will take some time and processing. Once we have had license applications and experience with the new process we can adjust the fee in 2016 accordingly if necessary.
Below are the proposed changes to the fee schedule:

First reading was held on May 20, 2016. Staff had suggested including a possible “escalation” fee should a special event require additional time and effort to review such as under an abbreviated time frame but at this time we would like to gain some experience with the process during this summer and reevaluate the fee at year end.
Recommendation
By motion, hold second reading and adopt the proposed ordinance amending the special event license fee.

The Municipal Code of the City of Blaine is hereby amended by adding Appendix D adopting a Fee Schedule for City services and licensing, pursuant to Minn. Stat. §462.353, subd. 4 and subd. 4(a).
City staff has reviewed the current fee schedule for the City of Blaine and is recommending that the following amendments to the Fee Schedule be adopted:

After consideration of and review by the Blaine City Council, the amendments to the Fee Schedule, Appendix D of the Municipal Code of the City of Blaine is hereby adopted.
