Background
 
In 2005, Aveda received a permit to construct a warehouse building in the Pheasant Ridge Industrial Park.  The building is 126,000 square feet and it sits directly west of the Aveda headquarters.  This site also shares a driveway with the Aveda headquarters site.  When the building was constructed, it was always envisioned that there would be an expansion of this facility at some point in the future.  At this time, Aveda would like to add an additional 61,200 square feet on the south end of the building.  This requires a conditional use permit amendment in the PBD (Planned Business District)
 
The building addition will match the existing building using precast wall panels.  All setbacks have been met with this addition.  
 
The parking calculation for this site is based on the fact that this building is and always will be a warehouse.  Therefore, 31 additional stalls must be provided for this addition, and those stalls have been shown on the attached site plan.  It should be noted however that future permits for any remodel or certificate of occupancy for any office or manufacturing expansion on this site may be limited based on not enough parking provided for those added uses.

The landscape plan that has been provided meets these requirements.  
 
The original EAW prepared for the CSM development anticipated improvements to the intersection of Pheasant Ridge Drive and Lexington Avenue.  As development continues within the Pheasant Ridge Drive corridor the Level of Service (LOS) of this intersection continues to degrade.  CSM should acknowledge that their next development review in the Pheasant Ridge Drive area that is brought forward will require an updated evaluation of the intersection LOS to determine if any mitigation measures will be required and what cost participation is needed from the developer.     
 
Recommendation
By motion, approve the Resolution.

WHEREAS, an application has been filed by CSM Investors II as conditional use permit amendment Case File No. 13-0032; and
 
WHEREAS, the Blaine City Council has reviewed said case on May 16, 2013.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit is hereby approved per Section 31.30 of the zoning ordinance to allow for a 61,200 square foot addition based on the following conditions:
  1. Site plan approval is required prior to starting work.  The City reserves the right to comment on all development plans prior to issuing site plan approval.  
  1. No outside display or storage of products is allowed at any time within the development.  
  1. Permanent signage requires a separate permit approval process.
  1. All lighting on site must meet requirements established by Section 33.02 of the Zoning Ordinance.  Freestanding light structures are limited in height to not more than 40 feet.  
  1. The following landscaping is must be provided on site:

  1. The building must be used as shown on the attached floor plans.  Additional future office or manufacturing expansion in this building may be limited because of parking requirements.
  1. A Rice Creek Watershed permit will be required prior to any site work or issuance of a building permit.
  1.
