Title

RECEIVE FEASIBILITY REPORT AND ORDER PUBLIC HEARING FOR THE PAVEMENT MANAGEMENT PROGRAM - 2016 STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT NO. 16-07

 

Background

The proposed improvements will partially reconstruct various streets throughout the city as shown on the enclosed map.  These streets are all rural section roads with ditches, with the exception of Ulysses Street which is an urban section road with curb and gutter.  The proposed improvements will include reclaiming the existing pavement and repaving.  Ribbon curb is proposed to be installed on Baltimore Street and 97th Avenue and damaged curb and gutter on Ulysses Street will be replaced.  In addition any drainage issues in the right of way will be corrected.

 

In addition, staff recommends paving the final wear course and replacing damaged curb and gutter and sidewalk on 131st Court.  This portion of the project will not be assessed and will be funded by developer escrows and Pavement Management Program funds.

 

The estimated total cost of the project is $1,334,205.00 with $324,510.17 proposed to be assessed over a 10-year period, using the front footage method for commercial/industrial/high density residential properties as identified in the Public Improvement Special Assessment Policy.  Replacement of existing sanitary sewer structure castings/rings, at an estimated cost of $10,010.00, is proposed to be paid for by the City Public Utility Fund.  The remaining portion of $999,684.83 is proposed to be paid from the City’s Pavement Management Program funds and developer escrows.

 

The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

By motion, adopt the resolution.

 

Body

WHEREAS, pursuant to Resolution No. 15-207 adopted on the 17th day of December, 2015, by the Blaine City Council, a report has been prepared by the City of Blaine, Engineering Department, with reference to the Pavement Management Program -2016 Street Reconstructions of various city streets, and this report received by the Council on the 17th day of March, 2016.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible and resulting in a benefit to the properties proposed to be assessed, and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $1,334,205.00.

 

2.                     A Public Hearing shall be held on such proposed improvement on the 21st day of April, 2016, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
