Background
On December 16, 2013, City staff received a request from the Managing Partner of Royal Oaks Apartments for consideration of winter parking along 99th Avenue.  The apartments were built in the 1960's and the existing parking and driveway met the 5 foot setbacks in place at the time of construction.  There is little room on site for parking expansion and there is a need for an additional 20 parking stalls.  The apartments leased property on the north side of their parcel for offsite parking, but as of December 1st, this in no longer available.  The apartments are limited in their options to expand as the adjacent property owner's parcel encompasses all three sides of the apartment parcel.  
 
There is approximately 350 feet of frontage on 99th Avenue adjacent to the apartment parcel that the Managing Partner says is used throughout the year to help alleviate their parking issues, but the City has an ordinance that does not allow overnight parking during the winter.  City Ordinance states that from November 1 to April 1, no person shall park on any street between the hours of 2 AM and 7 AM without an emergency parking permit issued by the City Police Department.
 
In discussion of this issue with the Public Works Department, 99th Avenue is wide enough that the City could plow around vehicles parked in the street adjacent to the apartment complex without hindering the flow of traffic on the street.  It would be up to the apartment complex to clear snow in the parking lane on the north side of 99th Avenue.
