APPROVE PLANS AND SPECIFICATIONS AND ORDER ADVERTISEMENT FOR BIDS FOR THE 2012 PAVEMENT MANAGEMENT PROGRAM - BITUMINOUS OVERLAY, IMPROVEMENT PROJECT NO. 12-01 AND FLANDERS INDUSTRIAL PARK SOUTH AND SOUTH 2ND ADDITION WEAR COURSE, IMPROVEMENT PROJECT NO. 12-10 AND RECONSTRUCTION OF XYLITE ST AND 95TH AVE FROM 93RD AVE TO ALAMO CT, IMPROVEMENT PROJECT NO. 12-11
Background
Plans and specifications have been prepared as directed and are available for Council review in the Engineer's office. The proposed improvements for the bituminous overlay program include a 1½-inch bituminous overlay, edge milling, and appurtenant construction on various city residential streets. The estimated total cost of the project is $373,125 with $106,381 proposed to be assessed over a five-year period. The proposed assessment rate is $509 per residential lot. The remaining portion of $266,744 is proposed to be paid from the City's Pavement Management Program Funds. The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.
In addition to the above improvements the plans also include placing the final 1-inch wear course on 103rd Lane and Jamestown Street in the plats of Flanders Industrial Park South and Flanders Industrial Park South 2nd Addition. The estimated cost of the wear course is $25,000 and is proposed to be paid from developer escrows of approximately $21,260 and the remainder to be paid from the City's Pavement Management Program Funds.
In addition to the above improvements the plans also include reconstruction of Xylite Street and 95th Avenue from 93rd Avenue to Alamo Court. The estimated cost of these improvements is $66,000 and is proposed to be paid 50% by the adjacent property owner and 50% from the City's Pavement Management Program Funds.
MN Statute 429.021 Subd. 2 permits the combining of improvement projects. If approved, the attached resolution will combine the Bituminous Overlay project (Improvement Project No. 12-01), the Flanders Industrial Park South and Flanders Industrial Park South 2nd Addition wear course project (Improvement Project No. 12-10) and the reconstruction of Xylite Street and 95th Avenue from 93rd Avenue to Alamo Court (Improvement Project No. 12-11).

WHEREAS, pursuant to Resolution No. 12-017 of the Blaine City Council, adopted on the 16th day of February, 2012, the Engineering Department has prepared plans and specifications for the following improvements for Improvement Project No. 12-01:
A 1½-inch bituminous overlay, edge milling and appurtenant construction on various city streets (see attached map);
AND WHEREAS, the Flanders Industrial Park South and Flanders Industrial Park South 2nd Addition were constructed in 2000 and are in need of a final wear course (Improvement Project No. 12-10);
AND WHEREAS, Xylite Street and 95th Avenue from 93rd Avenue to Alamo Court are in need of reconstruction (Improvement Project No. 12-11);
AND WHEREAS, MN Statute 429.021 Subd. 2 permits the combining of improvement projects;
AND WHEREAS, pursuant to MN Statute 429.021 Subd. 2, the Engineering Department has presented combined plans and specifications for Improvement Projects No. 12-01, 12-10, and 12-11 to the City Council for their approval.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Such combined plans and specifications for Improvement Projects No. 12-01, 12-10, and 12-11, a copy of which are filed in the City Engineer's office, are hereby approved and Improvement Projects No. 12-01, 12-10, and 12-11 are hereby combined pursuant to MN Statute 429.021 Subd. 2.
2. The City Manager shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for the making of such improvements pursuant to the approved plans and specifications.
3. Such advertisement for bids shall call for sealed bids to be received on the 17th day of April, 2012, in compliance with Notice to Contractor for the advertisement for bids.
