Executive Summary

Pursuant to the City’s purchasing rules, Staff is bringing forward the attached bid from Sunram Construction for professional services for the proposed Blaine Courts projects. Staff is seeking Council’s approval of a change order for a $144,250 deduction to the project cost. With the deduction, staff will be able to complete the Territorial and Centennial Green Park courts and be within budget.

 

Background

The City Council discussed the Blaine Courts Projects at the December 6, 2021, Council meeting. Council consensus at that meeting was to move forward with the projects. The 2022 Parks and Trails budget was approved at the December 6, 2021, Council meeting and included appropriations totaling $410,000 for the Blaine Court Projects.

 

As summarized in the first Sunram Construction bid item, this item can’t move forward without the approval of the original $524,433 bid. If the original bid is approved, then staff needs approval of this change order deduction of $144,250 to stay within budget to complete the Territorial and Centennial Green courts. The Carrara East courts would then be pushed out to the 2023 Parks and Trails budget.

 

Financial Impact

Council had appropriated $410,000 for the Territorial, Centennial green and Carrara East court projects in the 2022 Parks and Trails Budget. The total estimate for the Territorial and Centennial Green Park court projects will be $380,183. The funding source for the projects are the Parks and Trails fund. Sufficient funds exist to complete the Territorial and Centennial Green court projects. Territorial Park is a carry-over project from 2021 and Centennial Green’s court is in worse shape than Carrara East’s court and staff has recently received numerous phone calls on the condition of the court. Staff is also requesting a 5% contingency on the project bringing the total to $399,192. The delay in reconstructing Carrara East courts will require adjusting the Parks CIP to align funding sources to planned improvements.

Board/Commission Review

This project was approved in the 2022 Parks and Trails budget. The Park Board voted to recommend to the City Council to proceed with the Blaine Courts projects in 2021.  The recommendation came at the October 20, 2021, Park Board meeting. The project would be funded with money from the Parks and Trails fund.

 

Staff Recommendation

By motion, accept the change order deduction from Sunram Construction for $144,250 for the Blaine Courts projects and add a 5% contingency bringing the total project cost for the Territorial and Centennial Green courts to $399,192.
