Title
PROHIBIT PARKING ON PHEASANT RIDGE DRIVE FROM LEXINGTON AVENUE TO APPROXIMATELY 4500 FEET WEST OF LEXINGTON AVENUE
Background
The City of Blaine will be reconstructing Pheasant Ridge Drive from Lexington Avenue to approximately 1700 feet west of Lexington Avenue. Improvements include concrete curb and gutter replacement, concrete sidewalk replacement, storm sewer structure rehabilitation, asphalt surface replacement, turn lane construction, signal modifications, traffic control signage and striping. The reconstruction of the roadway does not provide adequate width for parking along Pheasant Ridge Drive therefore, it is has been requested that the City prohibit parking by resolution on both sides of Pheasant Ridge Drive from Lexington Avenue to approximately 4500 feet west of Lexington Avenue.
Installation of regulatory signs requires authorization by City Council. The regulatory signs proposed meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices. The proposed Council action will prohibit parking on Pheasant Ridge Drive in the described area.
Recommendation
By motion, approve the resolution.
Body
WHEREAS, Municipal State Aid funds will be expended to construct this improvement; and
WHEREAS, approval of this reconstruction project as a State Aid project is conditional upon the establishment of certain parking restrictions; and
WHEREAS, this reconstruction does not provide adequate width for parking along Pheasant Ridge Drive; and
WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and
WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and
WHEREAS, the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual on Uniform Traffic Control Devices.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Parking is prohibited along both sides of Pheasant Ridge Drive from Lexington Avenue to approximately 4500 feet west of Lexington Avenue.
