Title

ACCEPT BID FROM EJM PIPE SERVICES, INC. IN THE AMOUNT OF $1,272,917 FOR TRUNK WATER MAIN AND SANITARY SEWER FOR THE NE AREA WELL FIELD, IMPROVEMENT PROJECT NO. 16-13

 

Background

Bids were received at 10:00 AM, May 8, 2018, for Project No. 16-13.  A total of five bids were received, with the Base Bid ranging from $1,272,917.00 to $1,584,279.81.  The three lowest bidders and Engineer’s estimate are as follows:

Alternate A, which consisted of a temporary chemical feed building that would allow wells 18 and 19 to be brought online prior to construction of future Water Treatment Plant 4 in 2019/2020 was also bid and the prices from the bidders above and Engineer’s estimate are as follows:

Due to the prices on the bids received for Alternate A and the two year temporary use of the chemical feed building, it is recommended that Alternate A be discarded and the award of the contract only be for the Base Bid.

 

Bids have been checked and tabulated, and it has been determined that EJM Pipe Services, Inc. of Columbus, Minnesota is the lowest bidder.  The Engineering Department has worked with EJM Pipe Services, Inc. on previous contracts and recommends that the low bid be accepted and a contract entered into with EJM Pipe Services, Inc.

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $1,400,209.  The funding source for this project is Water and Sewer Utility funds and there are sufficient funds to cover these costs.

 

Recommendation

By motion, adopt the resolution awarding the base bid.

 

Body

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 16-13, said bids were received on May 8, 2018, opened and tabulated according to law, and the following three bids were received complying with the advertisement:

 

EJM Pipe Services, Inc.

$1,272,917.00

Geislinger and Sons, Inc.

$1,375,114.50

Rachel Contracting

$1,407,065.00

 

AND WHEREAS, EJM Pipe Services, Inc. of Columbus, Minnesota is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     Award of the contract will include the Base Bid portion only.  Alternate A will not be awarded as a part of the contract.

 

2.  The Mayor and City Manager are hereby authorized and directed to enter into a contract with EJM Pipe Services, Inc. for the designated improvements in the amount of $1,272,917.

 

3.                     A 10% contingency is hereby approved to bring the total project budget to $1,400,209 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.

 

4.                     The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the remaining unsuccessful bidder will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
