AUTHORIZATION TO HIRE A PUBLIC SERVICE WORKER AND MAKE A $30,000 ADUSTMENT TO THE STORM WATER BUDGET TO FUND A NEW POSITION

 

Background

During budget discussions last fall, staff had requested an additional employee through the Storm Water Utility Fund in 2016.  The City Council did not approve of the new employee in the Storm Water Utility Fund but did want to discuss an additional employee at a future workshop meeting.

 

At a February workshop the Council revisited the hiring of an additional Public Service Worker who could assist in doing storm water related activities that are not being done now.  The Council directed staff to bring back an item to the City Council that would hire a Public Service Worker and how that new position would be funded.

 

The total year long cost of an additional Public Service Worker is $83,500.  The new position will require the City Council to make a budget adjustment of $30,000 in the Storm Water Budget to fund the activities that the position would perform that are storm water related.  The existing 2016 General Fund Budget does not need a budget adjustment.

 

Recommendation

By Resolution, authorize the hiring of a Public Services Worker and adjust the 2016 Storm Water Budget by $30,000.

 

Body

WHEREAS, The Blaine City Council discussed an additional Public Service Worker during the 2016 budget process and subsequently at a workshop meeting and;

 

WHEREAS, The City Council directed staff to bring back an action item that adds an additional Public Services Worker and a plan to fund the position; and

 

 

WHEREAS,  the Public Service Worker position will be funded by partially by the 2016 General Fund budget as adopted and by a $30,000 amendment to the 2016 Storm Water Budget.

 

 NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council authorizes the City Manager to hire a Public Service Worker and amend the 2016 Storm Water budget as follows:

 

                     EXPENDITURES: Full-time wages, 604.50.530.539-4101, in the amount of $30,000
