Title

ACCEPT BID FROM DRESEL CONTRACTING, INC. IN THE AMOUNT OF $100,619.99 FOR DUNKIRK STREET STORM SEWER REPAIR, IMPROVEMENT PROJECT NO. 16-15

 

Background

This project will correct a storm sewer situation which is causing short term localized flooding on the 9100 block of Dunkirk Street and a rear yard area between Dunkirk Street and Coral Sea Street during heavy rains by redirecting the storm water from this section of Dunkirk Street to the trunk storm sewer main in 91st Avenue.  In addition, it will connect the water main through the gap between the two ends of Dunkirk Street and add additional sanitary sewer to serve the remaining undeveloped property along the Dunkirk Street alignment. 

 

Bids were received at 10:00 AM, September 13, 2017, for Project No. 16-15.  A total of 12 bids were received ranging from $100,619.99 to $158,252.00.  The three lowest bidders and engineer’s estimate are as follows:

C&L Excavating

$104,370.00

Douglas Kerr Underground, LLC

$107,017.96

Bids have been checked and tabulated, and it has been determined that Dresel Contracting, Inc. of Chisago City, Minnesota is the lowest bidder.  The City has worked with Dresel Contracting, Inc. successfully on several projects.  Staff recommends the low bid be accepted and a contract entered into with Dresel Contracting, Inc. 

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $110,682.00.  The funding source for this project are the Stormwater, Water and Sewer Utility funds, all of which have funds available for this project, and sewer and water connection charges to benefitting properties. 

 

Recommendation

By motion, adopt the resolution.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 16-15, said bids were received on September 13, 2017, opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

 

Dresel Contracting, Inc.

$100,619.99

C&L Excavating

$104,370.00

Douglas Kerr Underground, LLC

$107,017.96

 

AND WHEREAS, Dresel Contracting, Inc. of Chisago City, Minnesota is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Dresel Contracting, Inc. for the designated improvements in the amount of $100,619.99.

 

2.                     A 10% contingency is hereby approved to bring the total project budget to $110,682.00 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.

 

3.                     The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
