Planning Commission Action
The Planning Commission voted unanimously to approve the code amendment. There were no comments at the public hearing.
Background
Development activity in the Sanctuary Preserve project required a revision to the City’s Flood Insurance Rate Map (FIRM) through applications to the Federal Emergency Management Agency (FEMA). FEMA issued a Letter of Map Revision in February that became effective July 1, 2016. FEMA regulations require the City to incorporate these revisions into the City’s Flood Plain Overlay District Ordinance, which is a part of the Zoning Ordinance. Development included with this revision is all phases in the Sanctuary Preserve project area. Follow-up applications to FEMA will be processed by the Developer to insure that all homes are removed from the flood zone as they are constructed.

By motion, approve the Ordinance.

(c) Incorporation of Maps by Reference: The following maps together with all attached material are hereby adopted by reference and declared to be a part of the Official Zoning Map and this ordinance. The attached material includes the Flood Insurance Study for Anoka County, Minnesota, and Incorporated Areas and the Flood Insurance Rate Map panels enumerated below, all dated December 16, 2015, and Letters of Map Revision issued by the Federal Emergency Management Agency effective July 1, 2016, and all prepared by the Federal Emergency Management Agency. These materials are on file in the Office of the Blaine City Clerk and the City of Blaine Engineering Department.
