Executive Summary

Council is asked to conduct the public hearing and consider ordering the improvements and preparation of Plans and Specification for the 2023 Northwest Area.

 

Background

Notice for this hearing has been published and mailed. An open house for affected property owners was held on December 20, 2022. 

The proposed project will reconstruct the following streets:

 

                     127th Avenue from cul-de-sac to Polk Street

                     127th Lane from Monroe Street to Polk Street

                     128th Avenue from Taylor Street to Polk Street

                     129th Lane from 175’ west of Tyler Street to Polk Street

                     Tyler Street from 127th Lane to 129th Lane

                     Polk Street from 126th Avenue to cul-de-sac

                     131st Avenue (E) from Van Buren Street to Taylor Street

                     131st Avenue (W) from Jefferson Street to Van Buren Street

 

The project consists of city streets with curb and gutter except for 131st Avenue (W) from Jefferson Street to Van Buren Street which has a rural section and no curb and gutter. The method of reconstruction will vary between the streets and is further explained in the feasibility report.

 

The estimated cost of these proposed improvements is $4,666,580.00 with $869,340.00 to be assessed to the benefitting properties over a 15-year period.  Replacement of existing sanitary sewer castings/rings at an estimated cost of $85,800 and replacement of malfunctioning gate valves and broken access valve boxes at an estimated cost of $107,894 is proposed to be paid for by City Public Utility Funds. The remaining portion of $3,603,546.00 is proposed to be paid from the City’s Pavement Management Program Fund. 

 

The proposed project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Financial Impact

The project will be funded by a combination of assessments, bond proceeds placed in the City Pavement Management Program fund, and Public Utility Funds. There are sufficient funds to cover these costs.

 

Public Outreach/Input

The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

Body

WHEREAS, Resolution No. 22-217 the Blaine City Council, adopted on the 19th day of December, 2022, ordered a public hearing on the proposed project; and

 

WHEREAS, the required notices were published and mailed to benefitting property owners, and the public hearing was held on the 4th day January, 2023, at which time all persons desiring to be heard were given an opportunity to be heard.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 22-217 adopted on the 19th day of December, 2022.

 

2.                     The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.

 

3.                     The City Council declares its official intent to reimburse the city for the costs of the improvements from the proceeds of tax exempt bonds.
