Title
APPROVING THE TRANSFER OF FIVE (5) PARCELS (OUTLOTS AND REMNANTS) TO THE CITY OF BLAINE.
 
Background
Anoka County has identified five parcels owned by the Blaine EDA that are exempt from the tax roles.  These parcels are currently used for either a holding pond as part of a road or commercial/industrial development, remnant or a wetland.  However, Minnesota Statute 272.02 SUBD 39, the properties are no longer eligible for exemption from property taxes.  Since none of these parcels can be developed, the EDA needs to transfer the parcels to the city.  The PID numbers for these parcels are:

Recommendation

      BE IT RESOLVED by the Board of Commissioners (the "Board") of the Blaine Economic Development Authority (the "EDA"), as follows:
 
      WHEREAS, the Blaine EDA owns five parcels in the City of Blaine identified as 31-31-23-44-0008, 24-31-23-22-0011, 27-31-23-12-0009, 24-31-23-22-0010, 24-31-23-21-0004; and
 
WHEREAS, according to State Statute 272.02 SUBD 39 these parcels are no longer eligible for exemption from property taxes; and
 
WHEREAS, these EDA parcels are either unbuildable remnants, storm water ponds or wetlands that cannot be developed; and
 
      WHEREAS, it is more appropriate for the City of Blaine to acquire and hold these parcels.
 
      NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the Blaine Economic Development Authority, City of Blaine, Minnesota, that the President and Executive Director of the Blaine Economic Development Authority are hereby authorized to execute all documents necessary to transfer title into the name of the City of Blaine for the transfer of these EDA parcels.
