Title

AWARD CONTRACT TO BRAUN INTERTEC CORPORATION, IN THE AMOUNT OF $98,995.00 FOR PAVEMENT CONDITION INDEX RATING, IMPROVEMENT PROJECT 18-12

 

Background

A Request for Proposals was submitted to two major pavement condition rating companies serving the Twin Cities area for professional services related to performing a pavement condition survey over the complete network of over 247 centerline miles of paved City streets, inputting all data collected during the survey and performing other work outlined in the Scope of Services.  The ratings of all paved City streets will be done over a three year period. 

Quotes were solicited from:

Braun Intertec Corporation                     $  89,995.00

Goodpointe Technology                                          $  103,900.00

 

Upon review, staff is recommending the project be awarded to Braun Intertec Corporation as having the best proposal based on understanding of the project, suggested project approach and cost. 

 

This professional services contract will be funded by Pavement Management Program funds.  In addition, City Council is also asked to approve a 10% contingency to bring the total project budget to 98,995.00.

 

Recommendation

By motion, adopt the Resolution.

 

Body

 

WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and

 

WHEREAS, the City Council has determined that it is in the public interest to implement a Pavement Management Program to maintain City streets in a logical and cost-efficient manner; and

 

WHEREAS, the City Council adopted a Pavement Management Policy by Resolution No. 10-87 on October 7, 2010 to serve as the framework for implementing a Pavement Management Program; and

 

WHEREAS, the City received proposals for professional services to perform pavement condition rating services, and

 

WHEREAS, a review of the proposals showed that Braun Intertec Corporation has the best understanding of the City needs, and

 

WHEREAS, sufficient funding exists through the Pavement Management Fund for this contract.

 

                      NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Braun Intertec Corporation for Improvement Project 18-12 in an amount of 89,995.00.

2.                     A 10% contingency is hereby approved to bring the total project budget to $98,995.00 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.
