AUTHORIZE EXPENDITURE FOR STORM SEWER REPAIR IN CENTENNIAL GREEN PARK IN A NOT TO EXCEED AMOUNT OF $24,440

 

Background

Council previously authorized staff to partner with the Anoka Conservation District (ACD) and the Rice Creek Watershed District (RCWD) in a Clean Water Legacy Fund grant application which ACD was authoring and managing.  The project would install an Iron Enhanced Sand Filter (IESF) at the existing city stormwater pond in Centennial Green Park.  This IESF would increase the amount of phosphorous removed from stormwater runoff and reduce the pollutant load to the downstream receiving basin, Golden Lake.  The lake is on the Impaired Waters list and has an approved TMDL.  The City has responsibility for reducing a share of the phosphorous being transported to the lake and the IESF would help meet that share.  The City’s responsibility for the project would be in providing the location and long term maintenance of the IESF.

 

In completing final design of the project it was discovered that the in-place storm sewer system at the pond was in bad shape and needed replacement.  The cost of that replacement was included in the project bid hoping it would be covered by the grant.  However, the low bid came in at $136,334, which is $42,554 over the engineer’s estimate of $93,780.  The bids received by ACD from five contractors ranged from $136,334 to $169,448.  Peterson Companies of Chisago City was the low bidder.

 

With the storm sewer system at the pond in need of replacement, which is a City responsibility, staff is suggesting the City cover the cost of the replacement of the storm sewer.  This amounts to $24,440.  The balance of the project cost over the estimate, $18,114, would be picked up by RCWD, in addition to the $22,500 they had already agreed to contribute, for a total contribution by the RCWD of $40,614.

 

The ACD board of managers has approved awarding the low bid contingent on action by the RCWD (July 8) and the City (July 9) approving their respective contributions to the project cost.

The funding source for the City share of this project is the Stormwater Utility Fund and there are sufficient funds to cover these costs under the approved budget for storm sewer maintenance. 

 

Recommendation

By motion, authorize the City Manager to use the City Stormwater Fund to cover the cost of storm sewer replacement, in a not to exceed amount of $24,440, at Centennial Green Park as part of the project installing an Iron Enhanced Sand Filter.
