Background

85^th Avenue/Sanburnol Drive is at the point in its service life that a seal coat should be placed as part of its routine maintenance.  As the street lies within the corporate boundaries of both the City of Spring Lake Park and the City of Blaine, staff has been working with the City of Spring Lake Park on a Joint Powers Agreement (JPA) to lay out the framework for an agreement to seal coat 85^th Avenue/Sanburnol Drive in 2015 from University Service Drive to Able Street.

It is recommended that both cities share responsibilities and costs as outlined in the attached JPA.  If the JPA is approved by Council we will keep 85^th Avenue/ Sanburnol Drive in the 2015 Seal Coat project.

Recommendation

By motion, adopt the Resolution.

Body

      WHEREAS, the City of Spring Lake Park and the City of Blaine desire to jointly cause the maintenance of seal coating the existing street on 85th Avenue/Sanburnol Drive for the benefit of the traveling public; and

      WHEREAS, Minnesota Statutes Section 471.59 authorizes the City of Spring Lake Park to enter into an Agreement with the City of Blaine to provide for the joint exercise of powers common to each; and

      WHEREAS, said Agreement details the responsibilities of the City of Spring Lake Park and the City of Blaine as to the costs associated with the design, construction and related activities of the project.

      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:

1.      The Joint Powers Agreement between the City of Spring Lake Park and the City of Blaine with regards to the seal coating of 85th Avenue/Sanburnol Drive from University Service Road to Able Street is hereby approved.

2.      The Mayor and City Manager are hereby authorized and directed to execute said Agreement.
