The National Sports Center (NSC) currently operates a campus maintenance facility within two buildings on 105th Avenue, just west of Invictus Brewing. The facility houses all maintenance operations for the golf course and NSC grounds. The buildings pre-date the NSC (were constructed in the 1960s) and are in poor condition.

 

The NSC received funding from the bonding bill to construct a maintenance operation center behind the super rink, adjacent to the City public works facility. This location meets the long-term needs of the NSC and is a positive step towards the redevelopment of 105th Avenue and Nassau Street as outlined in the City’s Comprehensive Plan.

 

The maintenance facility is proposed as a 25,955 square foot addition to the back of the Super Rink with a 23,000 square foot outdoor storage area. The addition includes storage and vehicle maintenance areas as well as offices for staff. It will be constructed of rock-faced block, which is consistent with the rest of the campus.

 

The outdoor storage area is currently shown as Class 5/gravel, but will need to be changed to asphalt or concrete as required by 33.13 of the Zoning Code. Additionally the outdoor storage must be enclosed to provide a defined boundary for the area. Due to the industrial nature of the adjacent uses, staff does not believe an opaque fence is needed, but the fence will be required to be PVC coated to improve the appearance.

 

The plans show the removal of five existing trees. Those trees will need to be replaced as part of the project and a revised landscape plan will need to be submitted as part of the site plan review process.

 

The proposed plan will result in a reduction of 40 parking spaces in the rear of the Super Rink. The NSC does not feel these are necessary for the operation of the center and the new rear parking lot layout will improve circulation for buses which is more important to their operations. The city does not have a set parking requirement for the NSC and instead reviews parking as developments occur. While this is a reduction in parking in the immediate area near the Super Rink expansion, ample parking is provided in front of the Super Rink which can be used for both buildings.

Board/Commission Review

The Planning Commission voted unanimously to approve the conditional use permit. There were no comments at the public hearing. One planning commissioner commented he was concerned about the reduction in parking based on his experience in bringing children to the rink.

                     WHEREAS, an application has been filed by Minnesota Amateur Sports Commission (RJ Marco Construction) as Conditional Use Permit Case File No. 21-0054; and

 

                     WHEREAS, said case involves the land described as follows:

 

Lot 2, Block 1, INDEPENDENT SCHOOL DISTRICT 16

 

                     WHEREAS, a public hearing has been held by the Blaine Planning Commission on July 13, 2021; and

 

                     WHEREAS, the Blaine Planning Commission recommends said conditional use permit be approved; and

 

                     WHEREAS, the Blaine City Council has reviewed said case on August 2, 2021.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit is hereby approved per Section 30.42 of the Zoning Ordinance to allow for the construction of a 25,954 square foot maintenance operations center in an RR (Regional Recreation) zoning district based on the following conditions:

 

1.                     Site Plan approval and appropriate permits will be required prior to any work being performed on site. A Site Improvement Performance Agreement and financial guarantee will also be required to cover the site improvements on site.

2.                     Site to be constructed as shown on the plans attached to the staff report for the conditional use permit application with the following changes:

a)                     The outdoor storage area shall be paved with either concrete or asphalt.

b)                     Outdoor storage shall be enclosed by a black PVC coated chain link fence, or other comparable fence, as approved by staff.

c)                     The five trees proposed for removal will need to be replaced elsewhere on the property with five 2.5-caliper inch overstory trees or 6-foot tall conifer trees. A revised landscape plan is required as part of the site plan approval process.

3.                     Outdoor storage is limited to irrigation and landscaping materials, and large recreation equipment such as soccer nets.
