Title

REVISE PARKING RESTRICTIONS ON THE SOUTH SIDE OF 113TH AVENUE WEST OF JEFFERSON STREET

 

Background

A petition was received on October 12, 2017 to revise parking restrictions adjacent to 113th Avenue and Jefferson Street in the vicinity of Jefferson Elementary School.  The attached resolutions initiated the current parking restrictions and were approved by City Council in 2003 for Jefferson Street and 2014 for 113th Avenue.  The current signage is for parking restrictions from 8 AM to 10 AM and 3 PM to 5 PM Monday through Friday.  The requested revision is to have the parking restrictions only on school days. 

 

It is recommended that the parking restrictions on 113th Avenue be revised by adding a plaque to the existing sign that indicates the restrictions are for “school days”.  It is also recommended that the current signage on Jefferson Street be left in place until it can be reviewed with the preparation of plans and specifications for the 2018/2019 reconstruction project.  

 

Installation of parking restriction signs requires authorization by City Council.  The proposed revision to the regulatory signs meet warrants established in the Minnesota Manual of Uniform Traffic Control Devices. 

 

Recommendation

By motion, adopt the Resolution.

 

Body

                     WHEREAS, the City Council is cognizant of providing regulation of vehicular traffic in a safe and responsible manner; and

 

                     WHEREAS, City Ordinance requires a Council Resolution specifying the placement of regulatory signs; and

 

                     WHEREAS, the proposed revision to the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual on Uniform Traffic Control Devices.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the existing regulatory signs are hereby authorized to be revised as follows:

 

113th Avenue NE

Ø                     No parking restrictions on the south side of 113th Avenue as authorized by Resolution No. 03-236 be revised by adding a plaque that says “school days”.
