Background
Councilmember Saroya has provided notice to staff and the City Council that she will make a motion to rescind the City Council’s previous approval of Blaine Apartments LLC’s rezoning, preliminary plat, and conditional use permit applications (Items 10.3-10.5 on December 5, 2022). Originally Councilmember Saroya had requested this to be placed on the February 22, 2023, agenda however later requested it be placed on the March 6, 2023, agenda. The proposed project is for a 111-unit apartment building at 111 99th Avenue NE.
Actions to date regarding this project:
• October 3, 2022, City Council denied the application by Blaine Apartments, LLC for a rezoning, preliminary plat and conditional use permit for the construction of a 111-unit apartment building located at 111 99th Avenue NE.
• October 17, 2022, City Council adopted a written statement of denial for the Rezoning and Conditional Use Permit Application of Blaine Apartments LLC to Construct a 111-Unit Apartment Building at 111 99th Avenue NE.
• November 21, 2022, City Council rescinded previous denial of Blaine Apartments LLC’s rezoning, preliminary plat, and conditional use permit applications. The proposed project was for a 111-unit apartment building at 111 99th Avenue NE.
• December 5, 2022, City Council granted a conditional use permit, rezoning, and preliminary plat to Blaine Apartments LLC to construct a 111-Unit apartment building at 111 99th Avenue NE.
• February 22, 2023, City Council approved the final plat.
A majority council vote is required to rescind the previous actions. A rescission action does not constitute a denial of the project and results in no action being taken on the project.
