REJECT BID FOR WATER METER RADIO REPLACEMENT IMPROVEMENT PROJECT NO. 16-16

 

Background

Bids were received at 10:00 a.m., March 20, 2018, for Project No. 16-16.  Three bids were received with a bid price range of $40,145.85 - $738,063.99.  The bids received are as follows:

 

Vanguard Utility Service, Inc.

$40,145.85

Keystone Exteriors, LLC

$699,249.75

Utiliuse

$738,063.99

 

After reviewing the bids and talking with contractors, it became apparent that there was a mis-understanding with the bidding documents.  To provide for a fairer bidding process, an addendum will be issued to provide clarification of the bidding documents and I recommend that the bid be rejected, the bid bonds returned to the bidders, and the project be re-bid.

 

Recommendation

By motion, approve the resolution.

 

Body

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 16-16, said bids were received on March 20, 2018, opened and tabulated according to law, and the following bids were received complying with the advertisement:

 

Vanguard Utility Service, Inc.

$40,145.85

Keystone Exteriors, LLC

$699,249.75

Utiliuse

$738,063.99

 

AND WHEREAS, the bids are irregular and unbalanced and are not competitive.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The three bids are hereby rejected, and the City Clerk is hereby authorized and directed to return forthwith the bid bond submitted by the bidder.
