AMENDING SECTION 74-81(g)(4)g OF THE MUNICIPAL CODE OF THE CITY OF BLAINE ESTABLISHING 2016 PARK DEDICATION FEES

 

Background

A first reading was initially held on November 19, 2015.  Council tabled the item and directed staff to gather additional comparison information from three cities and resubmit for a first reading with no increase in commercial fees.  On December 3, 2015 a first reading was introduced, read, and placed on file. 

 

On December 18, 2003, Resolution 03-249 was adopted by the City Council which directs that park dedication fees be adjusted on January 1 of each year.  Park dedication fees are updated separately from the annual fee schedule ordinance.

 

The adjustment is determined by the percent of increase in the fair market value of undeveloped land within the City and must not exceed a 10% increase.  The Park Board has recommended to the City Council an increase in park dedication fees based on the following:

 

Blaine ranks 10 out of 14 in residential fees for metro cities in the attached 2015 Comparison for park dedication fees.  Residential park dedication fees have been near the bottom since surveys have been conducted by Parks and Recreation staff.  Blaine is ranked in the middle of the cities for commercial fees.

                     

The Planning Department estimates a continued increase in new housing permits and of greater importance new land development.  Future parks, open space, and trail development should keep pace with this growth through measured annual increases in park dedication fees.

Recommendation

By motion, approve the 2016 Park Dedication Fees.

THE CITY OF BLAINE DOES ORDAIN:

 

Section 74-81(g)(4)g.  Blaine Resolution No. 03-249 provides that park dedication fees shall be adjusted beginning January 1 of each year by the percent of increase in the fair market value of undeveloped land within the city, with an annual increase not to exceed ten percent.  The fair market value average of unimproved land has increased by a minimum of ten percent in [2014] 2015 and park dedication fees for [2015] 2016 shall be increased. 

 

1.                     [2015] 2016 park dedication fees.  The following fees are hereby adopted for [2015] 2016, and shall be effective for final plats, plat waivers and building permits approved or issued after January 1, [2015] 2016, except for those final plats that are part of previously approved developments, which have specific language limiting park dedication rate increases approved by City Council in previous development agreements.
