PROCLAMATION - EAGLE SCOUT CONNOR SCOTT WINTERS
 
 
Body
WHEREAS, the Blaine City Council wishes to acknowledge the accomplishments of the community's young citizens; and
 
      WHEREAS, Connor S. Winters began his scouting career as a Tiger with Cub Scout Pack 604 at Westwood Elementary School in Blaine, and in 2005 joined Boy Scout Troop 714 in Spring Lake Park; and
 
      WHEREAS, Connor has earned 26 merit badges including the following required 21 merit badges: Camping, Fly Fishing, Climbing, Horsemanship, Motor Boating, Wilderness Survival, Rifle Shooting, Snow Sports, Engineering, Cooking, First Aid, Personal Fitness, Family Life, Personal Management, Swimming, Environmental Science, Emergency Preparedness, Communications, Citizenship in the Community, Citizenship in the Nation, and Citizenship in the World; and
 
      WHEREAS, Connor devoted many hours to his Eagle Scout Service Project - building a set of three Kayak/Canoe racks for the Wargo Nature Center in Centerville. Each rack holds six kayaks or canoes up off the ground giving Wargo Nature Center useful storage that was needed closer to the lake. Connor determined a budget based on the cost of materials and was able to get donations from Blaine businesses including, All Test & Inspection, Inc., Erickson Sales & Leasing, 21st Century Bank, Mickman's Nursery & Greenhouse, and Lowe's Home Improvement Store. Connor built the racks at home with help from other scouts and adults in the troop, friends and family. After the racks were built, Connor organized a group of 10 people to bring the racks to the Nature Center to set them up, level them and then install mulch around the bases to keep down weeds; and
 
      WHEREAS, Connor Scott Winters officially became and Eagle Scout on November 22, 2011 following his Eagle Board of Review, and will receive his Eagle Award on January 29 at his Eagle Court of Honor.
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Blaine hereby proclaims Connor Scott Winters an outstanding citizen and commends him for his hard work and dedication to the ideals of scouting.
