INITIATE PROJECT AND ORDER PREPARATION OF FEASIBILITY REPORT FOR RECONSTRUCTION OF COUNTY ROAD 10 SERVICE DRIVE FROM ABLE STREET TO JEFFERSON STREET, IMPROVEMENT PROJECT NO. 15-21
Background
Staff is proposing a project to reconstruct County Road 10 Service Drive from Able Street to Jefferson Street. The County Road 10 Service Drive has reached the end of its useful life and has been rated and identified as needing reconstruction. The two ends of the street were reconstructed in 1991 and curb and gutter and sidewalk were added to the north side of the street in 1993. No additional maintenance work has been done since. It is anticipated that the project will fully reconstruct the County Road 10 service Drive.
The proposed project would be funded by utilizing the Pavement Management Program funds and assessments to benefitting properties. Under the current assessment policy the benefitting industrial/commercial zoned properties would be assessed 50% of the actual costs of the street reconstruction project.
If approved, this resolution initiates the proposed reconstruction of County
Road 10 Service Drive from Able Street to Jefferson Street and orders the preparation of a feasibility report.
Recommendation
By motion, approve the Resolution.
Body
WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and
WHEREAS, the City Council has determined that it is in the public interest to implement a Pavement Management Program to maintain City streets in a logical and cost-efficient manner; and
WHEREAS, the City Council adopted a Pavement Management Policy by Resolution No. 10-87 on October 7, 2010 to serve as the framework for implementing a Pavement Management Program; and
WHEREAS, the City Council proposes to initiate a street improvement project for County Road 10 Service Drive from Able Street to Jefferson Street; and
WHEREAS, it is proposed to assess the benefitted property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
