Planning Commission Action
The Planning Commission voted unanimously to deny the rezoning, comprehensive land use plan amendment, preliminary plat and conditional use permit. Comments at the public hearing and received via email included concern for property values, increased traffic and safety, impact to schools and roads, and buffering from noise and light.

The City Council approved the first reading of the rezoning, land use amendment, preliminary plat and conditional use permit on July 12th.
Rezoning
The zoning of the north parcel (6.5 acres) is currently FR (Farm Residential). In order to facilitate the development of the apartment buildings and to have flexibility in requirements for landscaping, materials used on the building and other items, the DF (Development Flex) zoning district is proposed for this development. The DF zoning has been used in the majority of residential developments throughout the City.
Recommendation
By motion, approve the Ordinance.

THE CITY OF BLAINE DOES ORDAIN: (Added portions are underscored and deleted portions are shown in brackets with overstrike.)
Section 1. The Official Zoning Map of the Zoning Code of the Municipal Code of the City of Blaine is hereby amended to change the zoning classification of the following described property:
Parcel 1: The East one-half (E ½) of Lot Thirty-four (34) of Central Avenue Acres, according to the recorded plat thereof on file and of record in the office of the Registrar of Titles of Anoka County, Minnesota.
Parcel 2: The West one-half (W ½) of Lot Thirty-four (34) of Central Avenue Acres, according to the plat thereof on file and of record in the office of the Registrar of Titles of Anoka County, Minnesota.
Parcel 4: Tract A, Registered Land Survey No. 271, Anoka County, Minnesota.
Section 2. The above described property is hereby rezoned from:

to
DF (Development Flex)
Section 3. The City Manager is hereby directed to make the appropriate changes in the Official Zoning Map of the City of Blaine to reflect and show the changes in zoning classification as set forth above.
