Executive Summary
Council is asked to ratify and approve the LELS Local 340 (Police Sergeants) labor agreement.
Background
The City of Blaine and the Law Enforcement Labor Services, Local 340 (police sergeants) have reached agreement on the labor contract covering the three years beginning January 1, 2023 through December 31, 2025.
1. Inclusion of performance criteria in order for Sergeants to advance wage steps.
2. Providing clarity and clarification to the historical agreement including timelines for various actions, clarity in reporting entities, payment structure for uniform allowances, modification to account for the City’s new personnel handbook, and addition of new statutory requirements relating to arbitration.
3. Wage Adjustments of 3% for each of the years covered under the labor contract. In addition, the following market adjustments: 1) in 2023 of $1/hour increase to the first step, $2/hour for the maximum step, 2) in 2024 of $1/hour to the first wage step, $2/hour for the maximum wage step, and 2) in 2025 of $1/hour to the maximum wage step.
4. A modification for all assignment pay to be compensated on an hourly basis.
5. Inclusion of the Field Training Coordinator position to receive assignment pay while working within that position. Pay will be $1.73/hour.
6. An increase of the assignment pay for the Use of Force Instructor or Fire Arms Instructor to $1.15 per hour, which is the equivalent of $200/month.
7. An indication that if a Sergeant is performing more than one assignment, they will receive pay for each assignment they are performing.
8. An indication that if the state adopts Juneteenth as a mandatory holiday or if the City independently adopts Juneteenth as a paid holiday for non-union employees, the Sergeants will receive an additional paid holiday.
9. An annual increase in the city’s monthly contribution to the cafeteria plan of $50.
10. For future bargaining, an agreement that retroactive pay and benefit increases are only paid to employees as of the date of City Council approval of a successor collective bargaining agreement.
