Background
Plans and specifications have been prepared as directed and are available for Council review in the Engineer’s office. The proposed improvements include trunk and lateral water main, and trunk and lateral sanitary sewer. The estimated total cost of the project is $1,011,546, a portion of which is proposed to be assessed ($236,453 current and $298,446 deferred and collected as connection charges). Permanent funding is a combination of pooled TIF funds, special assessments, deferred assessments, connection charges and public utility funds. The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.
Recommendation
By motion, adopt the resolution.
Body
WHEREAS, pursuant to Resolution No. 15-051of the Blaine City Council, adopted on the 2nd day of April, 2015, the City Engineer was directed to prepare plans and specifications for the making of this improvement;
AND WHEREAS, pursuant to Motion No. 15-056 of the Blaine City Council, adopted on the 16th day of April, 2015, the City Manager entered into a contract with Pioneer Engineering, P.A., in the amount of $74,295 for Engineering Services and Pioneer Engineering has prepared plans and specifications for the following improvements:
Trunk and lateral water main, and trunk and lateral sanitary sewer
AND WHEREAS, the Engineering Department has presented such plans and specifications to the City Council for their approval.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Such plans and specifications, a copy of which are filed in the City Engineer’s office, are hereby approved.
2. The City Manager shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for the making of such improvements pursuant to the approved plans and specifications.
3. Such advertisement for bids shall call for sealed bids to be received on the 8th day of September, 2015, in compliance with Notice to Contractor for the advertisement for bids.
