Background
 
In the summer of 2013, residents located at 4116 and 4136 87th Lane reported concerns with a rear yard drainage structure failing and becoming difficult to maintain.  Staff investigated the issue and it was determined that the drainage structure was in a state of disrepair and sediment had built up around the structure, making it difficult to maintain.  In addition, the storm sewer pipe that discharged into this structure had a failing pipe joint, necessitating the replacement of two sections of pipe.
 
Staff has prepared a plan to replace two pipe sections on the failing storm sewer, remove and replace the concrete outlet structure, regrade the slopes around the outlet structure for easier maintenance and install a new sump manhole upstream of this system to aid in reducing the amount of sediment deposited in the rear yard area.  
 
Staff has solicited quotes from three different contractors who had expressed a willingness to look at this project.  Only one contractor, C.W. Houle, Inc. returned a quote.  The quote was as follows:
 
C.W. Houle, Inc.            $28,138.00
 
The engineer's estimate was $25,000.  Staff is recommending accepting the quote from C.W. Houle, Inc. in the amount of $28,138.00.  City Council is also asked to approve a 10% contingency to bring the total project budget to $30,952.00.  The funding source for this work is the Storm Water Utility Fund and there are sufficient funds to cover these costs.
 
Recommendation
By motion, accept quote and approve a 10% contingency with all change orders to be authorized by the Public Services Manager.
