Title

RATIFICATION OF INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL 49 LABOR AGREEMENT FOR 2020-2022

 

Background

The City of Blaine and the International Union of Operating Engineers, Local No. 49, have reached agreement on the labor contract covering the three years beginning January 1, 2020 through December 31, 2022.

 

1.                     Wage Adjustments of 3% for each of the years covered under the labor contract.

 

2.                     The City has agreed to a market adjustment of $0.50 per hour for Mechanics effective January 1, 2020.

 

3.                     The City has agreed to the addition of 5 year step for public services worker and mechanic effective July 1, 2020.

 

4.                     The City has agreed to the addition of certification differential effective July 1, 2020:

                     

                     Employees assigned to and performing utility related work as part of their regular duties who possess a current combined Water C and Sewer SC license will receive an additional $0.35 per hour for such time performing utility related work.

 

                     Employees assigned to and performing utility related work as part of their regular duties who possess a current combined Water B and Sewer SB license will receive an additional $0.75 per hour.

 

5.                     An annual increase of $50 per month per year in the city’s monthly contribution to the cafeteria plan.

 

6.                     Beginning in 2020, members of this union will accrue sick and vacation leave benefits as outlined in the city’s policy.

 

7.                     The City has agreed to eliminate pre-shift additional pay language effective July 1, 2020.

 

8.                     The City has agreed to increase uniform allowance to $250 for mechanics and $575 for public services workers effective January 1, 2021. Additionally, the City has agreed to provide 2 Hi Vis tee shirts and 2 Hi Vis sweatshirts to each employee.

 

9.                     The City has agreed to enter into a meet and confer memorandum with the union, stating the Union may request that the City participate in a meet and confer meeting to obtain information regarding potential participation of union employees in the Central Pension Fund.

 

10.                     Incidental technical and clean up language changes.

 

RECOMMENDED COUNCIL ACTION

By motion, ratify the contract between the International Union of Operating Engineers, Local 49 and the City of Blaine for calendar years 2020-2022.
