RECEIVE FEASIBILITY REPORT AND ORDER PUBLIC HEARING FOR TRUNK UTILITY IMPROVEMENTS TO SERVE THE NORTH HALF OF THE NORTHEAST QUARTER OF SECTION 23 AND THE PLAT OF GLENN MEADOWS, IMPROVEMENT PROJECT NO. 14-14
Background
The proposed improvements for this project include trunk and lateral water main, and trunk and lateral sanitary sewer extension from Pheasant Ridge Drive to the Pulte portion of the Glenn Meadows plat. The estimated total cost of the project is $1,011,546. It is proposed to assess $534,899 ($236,543 current and $298,446 deferred and collected as connection charges) which is proposed to be assessed amongst benefitting properties over a ten-year period. The temporary funding source is EDA and Pooled TIF funds. Permanent funding is a combination of Pooled TIF Funds, special assessments, deferred assessments, connection charges and public utility funds. The project is necessary, cost-effective, feasible, and will result in a benefit for the properties proposed to be assessed.

WHEREAS, pursuant to Resolution No. 15-010 of the Blaine City Council, adopted on the 8th day of January, 2015, a report has been prepared by the City of Blaine Engineering Department with reference to trunk utility improvements to serve the north half of the northeast quarter of Section 23 and the plat of Glenn Meadows, and this report received by the Council on the 5th day of March, 2015.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Council will consider the improvement in accordance with the report finding the improvement feasible, necessary, cost-effective, and resulting in a benefit to the properties proposed to be assessed, and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $1,011.546.
2. A Public Hearing shall be held on such proposed improvement on the 2nd day of April, 2015, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
