Title

INITIATE PROJECT AND ORDER PREPARATION OF FEASIBILITY REPORT FOR THE CONSTRUCTION OF DUNKIRK STREET FROM APPROXIMATELY 160 FEET NORTH OF 91ST AVENUE TO 270’ NORTH OF 91ST AVENUE, IMPROVEMENT PROJECT NO. 16-15

 

Background

There is an approximately 150 foot long gap in Dunkirk Street, north of 91st Avenue, that has no street section within the right of way.  Water main and storm sewer were installed last year to alleviate a street flooding issue.  This project will construct the street.  The proposed street is fronted by two parcels that would be assessed for the cost of the street section.  Stormwater Utility Funds would be used to do some additional storm sewer work within the existing street section on the south end of the project.

 

If approved, this Resolution initiates the proposed construction of Dunkirk Street from approximately 160 feet north of 91st Avenue to 270 feet north of 91st Avenue and orders the preparation of a feasibility report.

 

Recommended Council Action

By motion, approve the Resolution.

 

Body

WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and

 

                     WHEREAS, the Blaine City Council proposes to initiate a street improvement project to construct Dunkirk Street from approximately 160 feet north of 91st Avenue to approximately 270 feet north of 91st Avenue; and

 

                     WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429; and

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
