Background
Providing new playground equipment at Harpers Park is proposed in the 2015 Capital Improvement Program for Parks.  Staff exercised the purchasing practice of U.S. Communities Government Alliance and chose the playground equipment line manufactured by GameTime and supplied by Minnesota/Wisconsin Playground.  The budgeted amount for the playground equipment, site furnishings, and installation for Harpers Park was $100,000.
 
Residents living near the park were invited to a neighborhood meeting on February 24, 2015 to provide input and choices for playground equipment and site furnishings that would fit the needs of the park.  Color combinations were also included.  Participants were guided to make selections of equipment that were appropriate for children ages 2 - 5 and 5 - 12 years old as well as site furnishing options.  The choices were then reviewed by staff and Minnesota/Wisconsin Playground to ensure the most popular items could be offered within the budgeted amount.  This included a multi-level play structure, small play structure, shelter, swings, bike rack, basketball hoop, wood fiber, rubber surfacing, benches, picnic tables, and trash receptacles.  A playground site plan was then designed with the equipment selections and is provided along with an itemized list of equipment and installations costs.  The Park Board then reviewed the plans, equipment choices, and costs and recommended them for City Council approval.
 
Recommendation
By motion, accept the proposal from Minnesota/Wisconsin Playground for playground equipment/site furnishings purchase and installation for Harpers Park in an amount not to exceed $100,000.
